UNFINISHED - Constitutional Amendment

GLOBAL FEDERATION CONSTITUTION

PREAMABLE
We, the nations of the Global Federation, hereby empower this constitution as our code of laws and create this organisation with the intent to bring nations around the world together into a democratic community. The Global Federation will promote democracy, liberty, and the regulation of nations so that they do not infringe upon the basic rights of other nations. This Federation will be given the tools to help ensure world peace, order, and a higher standard of living around the world as duly specified within this constitution.

ARTICLE I: EXECUTIVE

PRESIDENT: The President of the Federation, or President, is the individual elected to lead the Global Federation and is the only position who holds executive power. The President is Head of the Federation, both politically and ceremonially, and is empowered with the duty of appointing his/her cabinet dynamically; meaning a member of the cabinet may be removed and replaced whenever the President feels necessary. The President should hold the WA Delegate position of the Global Federation when in office, to allow them full access to performing their duties, the President nation must be a member of the World Assembly in order to hold the office.

The Preisdent exists as 'Commander-in-Chief' of any and all regional forces. It should be noted that this is not the national forces of each nation, instead it is any contributed to the Global Fedeation itself.

It is the President's responsibility to; (appoint their cabinet,) approve regional events, mediate conflicts between member states, approve regional construction projects/resource programmes, regulate regional organisations and to ensure the laws of the Global Federation are being followed. The President may appoint any nation to hold a cabinet office, however one nation may not hold more than one office.

The President withholds the right to suspend a nation from the Global Federation (for a maximum period of 5 days, which cannot occur in succession unless granted by the Court) if they are found not to be in line with the laws of the organisation. It should be noted that this is not suspending their access to the region or the forum, but is suspending their voting rights on any legislative activity within the region.

The President, of the duration of their term, must hold moderator privileges on the Global Federation forum.

The President will chair the General Assembly, but may pass this to the Vice President if unavailable.

ELECTION: The term of Presidency is 12 weeks, a nation is not limited on successive terms and may hold the office as many times as elected to do so. Elections will consist of 3 days, the first; the final declaration of Candidates running. The second and third; the voting process of candidates, and announcing of the winner. The week prior to the first day, nations are authorised to announce their candidacy for the election, and should begin to carry out their campaign programmes to gain support.

The Founder, or and unaffiliated individual appointed by the Founder is responsible for overseeing this election process.

THE EXECUTIVE CABINET --- APPOINTED BY THE PRESIDENT UPON ELECTION

VICE-PRESIDENT: An office created solely to be Chief Advisor and Assistant to the President. The President should appoint the Vice-President a task on at least a weekly-basis, the Vice-President is then granted any powers necessary to fulfil their duties if such powers are specified by the President in their weekly appointment of duties. If the Vice-President does hold any form of power for a time period, it must be declared to the region by the President before it can be enacted or utilised. The Vice-President should be an active individual as this position is one of responsibility.

The Vice-President is responsible for the moving of any form of laws/acts around the legislative machine; adhering to the time limits in place set by this constitution. The Vice-President is also responsible for counting votes, and declaring whether a law has passed or failed. The Vice-President should then instruct a moderator to move such topics to the correct area of the forum, should the Vice-President not hold those privileges.

INTERIOR MINISTER:
Responsible for organising regional events (of which final approval is needed by the President), assisting in the regulation of regional organisations and for approving funding for projects and programmes across the Federation. To clarify, this Minister is responsible for gathering, managing and handling the government's finances and overseeing all cultural affairs, under the direction and supervision of the President.

The Interior Minister is also responsible for publishing Government news to the Federation, an article should be posted at least once a week.

The Minister is responsible for overseeing role-play rules are adhered to within the region, and will exist as the ROLEPLAY MODERATOR. Should the minister be involved in a role-play, they may pass over the role to another nation for that particular role-play.

The Minister should be set a task or goal to achieve every 4 weeks by the President or Vice President.

FOREIGN MINISTER:
Responsible for encouraging relations with other 'regions' and nation outside of the Global Federation. The Foreign Minister is in-charge of recruitment for the region (under the direction of the President), and holds responsibility for the recruitment telegram and embassy programmes to other regions.

The Minister should be set a 'New Member' quota to reach every 4 weeks by the President or Vice President.
This target should be realistic.

DEFENCE MINISTER:
Responsible for overseeing all conflicts within the region. The Defence Minister is the President's chief military advisor's, and acts under the President's whim to advise nations, mediate between nations or assist nations in their conflicts across the region. The Minister holds the position of 'Deputy Commander-in-Chief' or any regional armed forces, should they come to fruition.

The Minister may be set a task, however this is only when conflicts arise within the region. This may be set by the President or Vice President.

ARTICLE II: JUDICIAL PROCESS


ARTICLE III: LEGISLATIVE PROCESS
An act/legislative proposal may be submitted by any nation of the Global Federation, but to ensure the act is ready to be voted on, any finished proposal title must begin with 'ACT:', the topic will then have 24 hours for further debate, until it should be moved to voting in the General Assembly. The Act will have 48 hours voting time, after this time has elapsed the Vice-President will count the votes and declare whether the law has passed or failed. No votes submitted after the beginning of the 48-hour period should be counted, this can be realised by timestamps on the regional forum. For a constitutional amendment (must begin 'AMENDMENT:'), the same time-period stands for debate, but the voting period is increased to 72-hours.

Once an Act or Amendment has been passed, it is enacted immediately into regional law.

POLITICAL PARTIES: Political Parties may henceforth exist within the Global Federation, but it should be noted that a nation can be voted in as 'Independent' and if a nation voted into Presidency is a member of a party, it is not obliged to fill it's government with those party members.

Any political affiliation should be declared during the election process by any candidates.

Being WA delegate doesn't give you any extra powers unless you're executive. I'm currently in that position to update the WFE when Xolox is not available. I'm against this part.

Through my experience, I'm against founder intervention in any regional affairs after founding. Also, this would remove the other RP mods etc etc.

Of course you'd be against it as you hold the powers but this is why this the reason for debate Smile

I'm currently away on holiday now but will amend soon!

No, the rp mods were specially selected based on experience. I would not be for picking inexperienced users just because their position in our IC government allows it.

There is a history as to how I got my place here, I'm not going to go any deeper then that and risk derailing the thread.
