Unprovoked Aggression Prevention Act
Preamble; this act stands to outlaw any rogue form of militarised aggression between one state and another within the Global Federation. Standing to identify the aggressor liable to any damages caused to the defending nation(s), bringing them to the full power of justice by the International Court.
Article 1a.
An offending act of aggression can be viewed as anything from provocative illegal airspace intrusions to full on nuclear war, subject to the judgement of the courts.
Article 1b.
Trade sanctions and withdrawal of embassies are not to be considered acts of aggression. Also any economic, social, or transportation withdrawal/bans in general are not to be considered 'acts of aggression' under the same clause.
Article 1c.
Any military movements in deemed 'neutral' territories are not considered acts of aggression, neutral areas can be found via the World Map in any areas (unless deemed a special interest zone by another Act) not coloured to a nation.
Article 2a.
A nation judged to be offending will be subject to the full arsenal of the court, providing prosecutor nations and judges can provide sufficient evidence to satisfy the court.
Article 2b.
The 'aggressor' nation themselves are fully open to petition against ruling and defend themselves in cases of suchlike, providing evidence of their own to support their claim.
Article 2c.
The defending nations can consider any damages to their nation to be in a state of 'limbo' until a court ruling is made, in which case the judge will decide suitable reparations.

Add etc to signify that any economic, social, or transportation withdrawal/bans are not to be considered that either.

Neutral areas are what the name stands for neutral/ no military presence, now unless it is made into law and fully recognized that that specific area is protected by neutrality then it shouldn't be considered "aggressive".
